If you delete pictures from your iPad they are synced with iCloud and get deleted there also. My recommendation is to use Microsoft OneDrive because your pictures are uploaded (via the OneDrive app) to OneDrive and that allows you to delete photos on your iPad without deleting them on your OneDrive. My recommendation is if you need more than 5 GB (100 GB is typically a good fit for all of your pictures and files) of storage then go with the OneDrive option!
